New 'Data' field added to bibliography update page to indicate links between publications and GCE data sets

Over the past decade NSF has dramatically increased requirements for managing and archiving research data in RFPs for both new and renewing grants. In particular, program officers have been looking for evidence that the data behind major publications cited in annual reports and renewal proposals are archived and available online. For LTER programs there are additional expectations to demonstrate use of long-term data in publications and research design.

A timely example is the RFP for the GCE-IV renewal proposal due March 2018, in which we are instructed to include the following supplementary table specifically highlighting data sets referenced in key GCE publications:

"A table that lists all datasets from the site that have been deposited into the Environmental Data Initiative or other public data repositories discoverable through the DataOne portal. Provide the creator name, year of publication, dataset title, a Digital Object Identifier (DOI) or a Data Package Identifier, and indicate which datasets are associated with the five core areas. Datasets associated with the 10 most significant publications listed in Results from Prior Research should also be highlighted."

We have had fields available in both our bibliographic and metadata databases for linking publications to data for many years. However, the discontinuous nature of literature publication and data archiving combined with the prevalence of citation-only bibliography submissions for annual reports has resulted in very few linkages actually being made. The majority of GCE journal citations, for example, contain no data citations or links to data sets used, making it impossible to meet the criteria above.

As we prepare the GCE-IV renewal proposal over the coming weeks and identify our most significant publications, we will be checking for references to GCE data sets and adding links or contacting authors to contribute missing data when necessary. But to facilitate this process moving forward we have now added a "Data" status column to the Bibliographic Update page, listing "yes" or "none" to reflect the status of GCE data links for all of your citations (see figure). While we recognize that some citations cannot be legitimately (or usefully) linked to specific GCE data sets, we ask that everyone make an effort to review their journal article citations at least and provide links when possible by editing the citation and using the GCE Data selection tool to add data set links (see this September 2016 news article for more information).
